Hi David,
I have just found out the next problem, and need your assistance in HURRY!!
After you can make the translated theme be active, all of the translated strings in Woocommerce Thai edition has gone. Now all of Woocommerce-related pages is in English, which is the very BIG problem for us and our customers.

In fact, UTF-8 charset is already set in the translation property. No need for us to change it.
I only changed language from Eng to Thai (Thailand) as shown in the attached screenshort.
But, after doing it, the problem remains the same.

1. I use POEdit to create translation file.
2. I install only one translation-related plugin — Loco Translate. I deactivated it, but the translated Atelier theme remains inactive.
I still see my account page not translated.3. All I have done in the translation related is the activation and installation of WP and Woocommerce Thai edition.
