Shipping method does not default to customers shipping address

Hello,

The shipping rates appear in Cart Totals even though I have ‘hide shipping costs until an address is entered’ ticked.

If you click the correct shipping on the shopping cart page, then proceed to PayPal. It stays as the correct shipping method. However if you don’t adjust the shipping method on the shopping cart page, when you put in your correct shipping address when the page refreshes it doesn’t change. Customers arn’t noticing this and are getting annoyed with the whole process.

I thought about changing the dropdown to radio buttons but there doesn’t seem to be an option for this in my settings either.

How do I fix this please?
