Save Cancel Buttons Disappear While Editing

when editing a text block, if I scroll to the bottom of a text block, the Save Cancel buttons disappear and I loose my work:

working on a new server and accessing new site by editing etc/host file.

Save button still disappears when I scroll down the text box:
