It’s overwritten in the theme, the theme uses ‘excerpt length’ in the blog asset options, or uses the ‘custom excerpt’ set in the post meta

That’s not how the read more tag works, it’s a read more button to take you to the post page from the blog page, which the theme includes by default

For what you’re after, the only thing I can recommend is using the page builder, then use an expanding row: http://swiftideas.com/elements/rows/
