How can I change the colour of the preloader (and also the the colour ofthe white background it “preloads” on)

It will use your accent color, the background can be changed in the color customiser, it uses the body bg

I wish it did take the accent colour, but it doesn’t.

Just to clarify, are you talking about the preloader bar at the top of the page or the red circle animation in the middle of the page?

If is the red circle you can change it by adding the code below to the custom css option. Adjust the colors to your desired one.
