Colour of circle hover icons in testimonials

Hi

In cardinal can I change the colour of the small circle icons that appear on the testimonial slider and under the carousel slider to show as a colour permanently instead of as white showing only in a hover state? I want people to know that there is more to see if you click on the circle icon. At the moment the circle is white and only shows if you hover over it, I would like it to be permanently as #fa6e35 outline, and then filled in #fa6e35 when you hover over it. Is that possible? Where can I change the hover state colour of these small icons? Screenshot attached.
