I need to submit a ticket for help on a site that uses Cardinal, and have now paid for renewal twice – but every time I attempt to submit a Cardinal ticket, I’m told I need to visit Themeforest and pay again – please see attached Screen Print that documents payment. Can somebody please look into this so I can submit my Cardinal ticket.

The Envato API is always slow to update, something we cannot control. You should have access now, I see your profile has been updated.
