Add To Cart animated overlay

On the home page, we have the Shop Element, showing the products. There’s a built-in animation, that on mouseOver, shows a little black bar that says “Add To Cart”. We’d like for that black bar to be ALWAYS visible, which is to say, we don’t want any animation over each product’s thumbnail. Can we do this?
