Weird shopping bag Icon movement

When I scroll down or up, the shopping-bag icon works weird like this screenshot.
It happens on IE, not happens on Chrome.
Please help me to fix it.

Did you check it on IE?
Which version of IE did you use?

IE that I’m using is version 10.
I’ve checked this on other computers using IE11.
There were no problem happened.

But when I checked other computers using 10.
It happens. Could you check it please?

Have you tried to scroll the page down and up few times?

Just after access to 89flair.com, it is normal as it should.
If I scroll down, the bag icon doesn’t look like following sticky header resizing function.

Attached two images.
An image is a screenshot of when scrolling down to the bottom of the page.
Another one is after scrolls up to top of the page from the bottom.
