problem with character encoding

Hi! As you can see in the file attached,
there’s a strange characters instead of a letter accents “ù”.
I already have on the wp-config.php file this two lines:

define(‘DB_CHARSET’, ‘utf8’);
define(‘DB_COLLATE’, ”);

How can I solve that?

Another things.. there’s a way to costumize the category pages?
I would like to insert an image in the page header like the rest of the site.
