    You can tell me what file I need to change that would remove the notification Theme,for all users?

    Hi,

    Please go to Admin -> Appearance -> Install Plugin -> Install and activate  all required plugin.

    Thank you.
    But it’s the simplest solution. It does not suit me.
    I have so many plugins, why should I even extra five.
    It was necessary to create a plugin to remove “notification”.
    Creating an Admin Theme Plugin

    .wp-core-ui .notice.is-dismissible {
    display: none! important;
    }
