How can I duplicate the same type of horizontal newsletter bar that is used in the Atelier theme with the Cardinal theme?

I’m afraid that’s not possible without a lot of work, and is beyond our scope of support as it’s more work than a small customisation. We recommend that you seek a freelance developer if you need to make that customisation, potentially from one of the below resources:
