The submenus are not visible in the Mobile Menu Slideout.

The arrows are visible but not the submenu content.

You need to set # as the link for the parent menu item

That is a temporary fix, as it makes the top tier menu look like a link, which it is not.

We do not want the top tier menu to be clickable.

It won’t be clickable, but that’s how you set custom links, you need to use the #
