Mobile Cart Link & Cart Icon on hover

Hello guys!

I have 2 questions:

1) Can I disable overlay cart on my mobile version and make cart icon a link to cart page instead? I mean when user clicks cart icon on mobile version he is redirected to cart page directly.

2) How can I hide “down-arrow” under the cart icon on hover (desktop version). Screenshot explanation attached with this message.
