    I want to create the bottom section that has the gray background with columns, such that it shows up on every page of my site. It is below the main page content but above the horizontal blue line. Thanks!

    Found it. You have to go to Appearance > Widgets and add a widget to the appropriate footer column on the right-hand side. Use the text widget for simple text, adding HTML for line breaks.
