How can I link something to something which is in the middle of a page?

I would like to link a tab to “Pourquoi le nom Kiwifroggy?” and another one to “Qui suis-je?”. Is it possible? Could you help me please?

When you click on Title 1 at the top, the page goes down to the title 1 section,
When you click on Title 2 at the top, the page goes down to the title 2 section,
When you click on Title 3 at the top, the page goes down to the title 3 section.

I want to do that. Is it possible? If so, how?
