there does not seem to be a UI to upload a favicon, and the HTML templates do not point to a favicon.ico at the root. I must be missing something. Where/how are we supposed to be addressing favicon issues? placing at root of theme, or root of public directory did not allow me to add a custom favicon. please advise, thank you.

You can upload a custom favicon by going to Theme Options > General (see screenshot)
