I’m still getting errors for insufficient memory.

Can you show us the content of your wp-config.php and check with your hosting if the php memory is limited to 64mb and if can be improved to a higher value.

These settings seem fine, just ask your hosting what is the maximum php memory that they allow since it could be restricted.
Some plugin may be consuming too much memory due to some incorrect code or something, try to disable the major part of them to see what happens.
