Covering 100% of Header & Footer with Image in Background

Hello,

I have a .PNG image that needs to fill the entire space from edge to edge (top, bottom, left side, right side) in both the Header area and Footer area.

Could you please let me know how to make an image fill the background area of them both?

I’ve attached 2 screen captures that have green rectangles shading in the areas I want to cover 100%. Right now when I try to fill the image in for the header background I still get a white border around the top, bottom and sides. And I have not seen a way to do that in the footer.
