Contact Form 7 Not Working

So my last topic was closed for some reason without being resolved. Contact form 7 is not functioning in my neighborhood theme. I have scoured the web for a resolution with no success. Here is what I have tried:

1)Reinstalling theme
2)Reinstalling wp 3.7.1
3)Reinstalling cf7 3.5.4
4)Contacting host
5)Disabling all other plugins

CF7 works properly in another site i manage with the same host, also on wp 3.7.1 and cf7 3.5.4. CF7 has recently been updated and confirmed to work with wp 3.7.1

I have attempted to use the same exact form settings in both sites I use and it works correctly on my other site but not for the neighborhood site.
