    I am using last header layout where there is contact us at the top left corner
    I was wondering how to change the background for that top bar with the sign out/account/etc

    and also how to change text and link color

    Hi

    Add this to your custom css:

    #top-header {
  background-color: #efefef;
}

    For the link colors go to Color Customiser > Header > Header link color
