Adjusted mobile viewport to 500px – mobile header causing problems

I adjusted the mobile viewport to 500px with and initial scale of 1.0 but now on the mobile version the site loads slight zoomed, this causes maybe problems.

when the user scrolls down the header resizes correctly but the site is still zoomed.

This also effects drop downs, when the user clicks a drop down the site zoom extremely close cutting all content out.

I was instructed to do this by  a swift employee – now you are telling me to revert them? why not solve the problem 100 % rather then send me down a road and then tell me to turn around?
