I see what you mean.
The problem is that tab elements are not designed to render tab headings on multiple rows, so there’s no real way around that. If you remove the last 7 or so tab elements, you will see what I mean – it’ll work just fine when not filling two rows.
My suggestion is that you use the little arrows on the side of this tab element and have two tab elements one next to the other, or simply use them full-width as they are, but split them into two elements, so they don’t have so many headings.
